FLARE: Futures Literacy for Anticipatory Societies – Strengthening Foresight Systems Across Europe

Period: 01 July 2026 – 18 October 2030

The COST Action FLARE “Futures Literacy for Anticipatory Societies – Strengthening Foresight Systems Across Europe” aims to strengthen Europe’s collective capacity to engage with uncertainty, complexity, and transformation by embedding Futures Literacy (FL) across education, governance, and innovation. In response to global crises, fragmented foresight practices, and uneven anticipatory capacity, FLARE establishes a four-year, pan-European COST network that unites researchers, educators, policymakers, and practitioners to co-create shared frameworks, tools, and indicators for futures-oriented learning and decision-making.

The Centre for Futures and Technology Innovations (FUTX) has been a Secondary Proposer to the Action and Ms Iryna Gerasymenko serves as an official representative of Ukraine on the Management Committee of the Action, nominated by the Ministry of Education and Science of Ukraine.

SIMF: Social Innovation Mission Facility

Period: 1 May 2026 – 30 April 2029

The Horizon Europe project Social Innovation Mission Facility (SIMF) aims to embed social innovation in the delivery of the five EU Missions: cancer, adaptation to climate change, climate-neutral cities, oceans and waters, and soil health. The Facility connects social innovators, support organisations, funders, and investors across Europe, providing training, tools, and networks to scout, support, and scale Mission-relevant social innovations.

The Centre for Futures and Technology Innovations (FUTX) was selected in 2026 as one of 30 business and social innovations support organisations (BSOs/SISOs) from across EU Member States and Horizon Europe Associated Countries to join SIMF’s Training and Scaling Lab Programme. Through the programme, FUTX strengthens its capacity as a Mission enabler, applies the SIMF toolkit within its own support activities, and shares the learning across its ecosystem. FUTX is committed to contributing training and facilitation to the Facility’s subsequent activities for social innovators from 2027 onwards.

Futures Studies and Foresight in Ukraine

Period: September 2025 – October 2026

This research initiative builds the systematic picture of the futures studies and foresight field in Ukraine, which has remained largely unmapped with no shared record of who does what and how, no cross-sectoral database of projects and research, and decades of near-absence from international futures studies journals. The project maps actors across academia, government, business, and civil society, together with the practices, theories, and approaches revealed through their outputs, contributing to the field’s development and its integration into the international futures research community. Published results to date include the chapter “Institutional Landscape and Practices of Futures Studies and Foresight in Ukraine”, co-authored by Ms Iryna Gerasymenko, in Our World of Futures Studies as a Mosaic, part 2 (Finnish Society for Futures Studies, Helsinki, 2026), and the Bibliographic Catalogue: Futures Studies and Foresight in Ukraine (FUTX, 2026).

Past projects

Ecosystem of Business Support Organisations in Ukraine: Mapping and Analytical Report

Period: August 2024 – January 2025

The study mapped Ukraine’s business support ecosystem, providing an up-to-date overview of the organisations assisting businesses in wartime conditions, a resource for enterprises, support organisations, policymakers, and development partners alike. The mapping, conducted from August to December 2024, resulted in a verified database of 610 business support organisations across 11 categories, from business associations, chambers of commerce, and clusters to regional development agencies, industrial parks, and innovation centres, now integrated into the national Diia.Business catalogue. The initiative was part of the project “Supporting Inclusive Economic Development in Ukraine by Combining Export Strategy with Regional Development and SDGs“. Ms Iryna Gerasymenko (FUTX) conducted the mapping and authored the analytical report Ecosystem of Business Support Organisations in Ukraine, which presents the methodology, an analysis of each category of organisations, and a regional overview across Ukraine’s oblasts.
